The program called mp3tag  is available from the Jaws User  Programs page.
Go to the Jaws User Help link at the end of any email from this list.
Then select the jaws User Home Page which I think is the second link on the
help page.
The link to the programs page is easily found on the Jaws user Home page.

Thank you for responding, and for the explenation that you provided 
regarding m3u files, and how I might go about resolving this issue.  Now I
