Try this.
1. On the language menu of the JAWS interface, choose change synthesizer, then select SAPI5 from the submenu. 2. On the options menu of the same interface, choose voices, then select global adjustment from the submenu.
3. Tab to the voice volume and move the slider.
4. Tab to ok and activate.
Hope I've done my best as I now use JAWS 11. JAWS 9 does not work under Windows 7, or if it does I am not authorized to use it.

With JAWS 11 I just selected the SAPI5 profile, tab to the voice
volume slider, move it to 100%, saved the profile by activating the
save as button, and that's it. It does ask if you want to make it the
default but that's personal choice.
