check in taskbar properties, and see if, hide inactive icons is checked?
if so, uncheck it.

I find it interesting and puzzling that the only thing that shows up in my
system tray is Dropbox. I have told JAWS to reside in my system tray, as
well as Volume, but neither of the latter show up in the system tray. Any
ideas why this is happening?
