We're looking at Windows encoding. From the message list, look in the View Ribbon or menu, for the Windows encobing subribbon or submenu, however you get to it. The problem is that people's apostrophes and quote marks are not being recognised properly, or that they're not conforming to your software's set of what it thinks they should be.
