Hello Kimsan,

I don't know if you have already resolved the problem of getting rid of the
folder, but if not here is something you can try:

1.  Go to the location of the folder and make sure it is selected. 
2.  Use the shift+f10 (right click) context menu and choose to "copy as
path."  Either do that or make sure you know the exact path such as:
c:\users\Kimsan\downloads\tech notes.
3.  Go under Accessories to the command prompt, use the right click context
menu and choose to Run as administrator.  If you get the UAC prompt, use
Alt+Y to answer yes. 
4.  At the command prompt read the current line to make sure it is
c:\windows\system32.
5.  Type in RD followed by a space.
6.  Either use shift+f10 to bring up the context menu and choose to paste
the path you copied or type in the exact path.
7.  Make sure to use a space after the last character in the path.
8.  After the space type in a forward slash followed by the letter S and
press enter key.
9.  You might need to wait a couple seconds for the prompt asking if you are
sure.  When it appears press Y followed by enter key.
10.  Type Exit at the prompt to return to normal Windows operation.

I tried cutting it to the clipboard and rebooted the machine and after the
reboot it was still in my downloads folder.
Another lister suggested the command prompt how would I do this?

Think Flor had a suggestion that is worth trying. Highlight the folder and
cut it with control + x and than reboot your computer and it should be gone.
