I know that Windows 7 has some sort of file transfer program, but for favorites, I just used the export feature under the file menu from within IE to generate a file with all my favorites and moved it from my old XP Pro machine to my new Windows 7 laptop via DropBox and imported them to IE 9 with the import option again under the file menu. Pretty straight forward and really nothing to it.
