What I was saying was that, in my very cursory look for all of a few seconds, there is a link to the ARIA enhanced page. Once you proceed to use the ARIA enhanced page, you will see the situation you are encountering with the application control announcements. Unfortunately, I did not see a way out of the ARIA enhanced version of the Reader after I elected it. But it didn't seem to be a sticky setting either. So let me see what I can find out ...
My best hypothesis is that you are probably using a bookmark or favorite to access the ARIA enhanced Google Reader site. If you are using Internet Explorer and want to dispense with the ARIA version of Google reader, stop using the favorite. Type http://google.com/reader into the address bar and then save the address in your favorites and use it to access the site.
