Also, when I am in a message in Outlook Express and there are links, it will 
not access the link when I press enter.

Ask the repairer how they fixed or what they did to Internet Explorer.
Perhaps there is some extra ISP software on the computer now, that you
don't require.

Ok, control + o is to open files, control + l is to go to URL ie web
pages.
