This used to be pretty common in Xp before SP1 was released.

Even so, there appear to be several unfortunately random issues that could be culprits. I am including a link that seems to have a pretty comprehensive listing of possible solutions. I've had this issue myself, but it has become less frequent and it doesn't seem to repeat. But, the site below might give you some ideas to start with.

  I ran "Super antispyware" and C Cleaner, Check disc then disc defrag.
The same problem occurred. I hit "windows", arrowed to "turn off" hit "enter" arrowed to "turn off computer". I heard the tones but, the computer never fully shut down. My sighted wife said the screen said shutting down. after 30 minutes, I had to physically turn off the computer.

Sense your doing hard shut downs. I would run scan disk and defrag. Then try a restart and if that works do a full shut down.
