When the ribbon is minimized  what is the difference if it is not minimized.

Not in Word 2007.  When I toggle Control-F1, there is no announcement of any
kind.  The only way I can tell for sure whether the ribbons are minimized or
maximized is to launch the context menu and see whether the minimize the
ribbons option is unchecked or checked, respectively.  .
