I am passing this along from Mike B.

How I change a sound.  I will use changing the asterisk sound as the
example. My media folder has Office installed, so my media folder, where
your sounds
are stored, will be different than someone's that doesn't:
1. Go to the control panel, Sounds Link, press enter, control + tab to,
Sounds tab, tab 1 time & make note of the default sound scheme, it will be
highlighted.
2. Tab to the Tree View & arrow down to, asterisk, in this case.
3. Tab 1 time & Play windows startup sound should be checked, tab again to,
Sounds combo box, & Notify, is my default sound for the asterisk sound.
Tab1 more time to the, Test button, press the spacebar to hear the sound
that Notify makes, tab again to the, Browse button & press the spacebar.
4. Now, shift + tab, 2 times & you should be in a list of sounds in your
media folder.  Arrow up / down to another sound you want & press enter.  You
should
be back on your Browse button, if this is the only sound you want to change
press enter on the, Okay, button, but, if you want to change another sound
tab to the, Apply button, & press enter spacebar, & tab back into the Tree
View following steps 3 & 4 to change the sound.
5. When you're done changing sounds & you've applied & okayed everything you
default sound scheme will have changed to, Windows Default (modified).  So,
what I do is save this as, Windows Default, using the, Save As, option
tabbing 1 time from the Sound Scheme combo box.
6. Now, I highlight the, Windows Default, sound scheme, tab to, Apply, press
the spacebar, tab to, Okay, press enter to save & close.  This way for sure
which is my default sound scheme.  You can save your own sound scheme
whatever you want, but remember to highlight, apply, & okay it.

you can change individual action sounds in windows 7 with these steps:
customize action sounds in windows 7

1. open control panels
2. select sound link
3. once in sound,select sounds
4. select preview (these are all the windows actions)
5. select the action you want to modify (you must select an action to view
the list of sounds)
6. select the sound you desire for the specified action
7. then press test to preview the sound

the windows startup sound can only be changed by modifying the dll file.  it
is not a good idea to modify dll files.
to add your own sounds
the sounds must be in wav format in order to be a windows system sound
open computer
select windows
from windows select media and open it
in order to copy to this folder you must have administrator permission
press shift+enter to turn off administrator temporarily
paste your sounds
now windows actions can have the sound you want

You could change the entire sound scheme in either Personalize or Sounds in
Control Panel, but it will change all sounds to something different. I do
not know of a way to change just one sound.
