If you are experienced, you could try removing the hard drive and see if it 
will power up to the bios post screen then.
The drive shouldn't be making a strange noise.

There are no plugs when starting up.  I can't even get it to start.  It went to 
sleep on its own.  A force-shut down only restarts the cooling fan, and the 
hard drive makes a very strange sound.  But no sign of life.

Also make sure that all USB devices such as hard drives and the like are 
disconnected before turning on the computer.
