Hello Dan, Windows key with A opens the action center. In the action center notifications are categorized. There is a list of categories where you can choose the category that contains the notifications you want to see. Tabbing from the list of categories takes you to an expand or collapse button. There is a list of notifications shown for the category you choose. There are buttons for dismissing a specific notification or clearing all of them.
Windows key with CTRL and b is a keystroke that should take you to the app that gave a balloon message. Windows key with v should cycle between notifications but I haven't had it work yet. Take care.
