Hello Dan,

Windows key with A opens the action center.  In the action center
notifications are categorized.  There is a list of categories where you can
choose the category that contains the notifications you want to see.
Tabbing from the list of categories takes you to an expand or collapse
button.  There is a list of notifications shown for the category you choose.
There are buttons for dismissing a specific notification or clearing all of
them.    

Windows key with CTRL and b is a keystroke that should take you to the app
that gave a balloon message.  

Windows key with v should cycle between notifications but I haven't had it
work yet.

no, you misunderstood. the action centre puts out balloon alerts forr
reminders, notifications etc. more importantly, twitter clients use such
balloon type alerts. in win7/8 jaws reads these out aloudbut not in w10. 
narrator and nvda have no such issues

No, you now have a notification center on the task bar  that stores all
notifications until you get to them.
You do not have to put up with trying to catch balloons any more.

internet explorer, works excellent.

Bookshare, works excellent.
Bard, National Library, works excellent.
NFL, works excellent.
NFB newspapers, works excellent.

Microsoft:
Word 2010, works excellent.
Notepad, works excellent.
Narrator, works excellent, nice voice.
Store, works excellent.
Skype, works excellent.
cortana, tried the text search windows key+s, works excellent.

Other things:
Sword searcher bible program, works excellent.
Watch ESPN store app, works excellent, might need help finding your ip
provider sign in.

All and all, an A+ to Microsoft and freedom Scientific for windows 10 and
being able to use it.
