Freedom Scientific says to uninstall J16 after upgrading to Windows 10 & 
reinstalling j16 again.  Read below:

yes, you should reinstall Jaws 16, here is why.
yes, you are correct, it does come up talking and you can access the start
button correctly.
but I noticed while playing around with all apps region, and the live tile
area, jaws was very sluggish.
After removing and reinstalling, the apps area and the tile area worked much
smoother.
Microsoft also recommends a fresh install of Jaws 16 after installing
windows 10 from either w-7 or w-8.1.
It is not that difficult to do.
After uninstalling jaws 16, turn on Narrator with windows key+enter,  to
close the programs and features window, and go to restart your computer,
press enter.
Wait for a reasonable time until you know that the sign in screen is up,
type your password and press enter.
Again, wait for a reasonable time, press windows key+enter to start
Narrator.
go to your download folder where you will have put the jaws 16 program file,
down arrow to the jaws file.
press caps lock key+escape to exit narrator, or skip this step and wait
until the installation of jaws has started to close narrator.
, now press enter on the Jaws 16 program file to start installation.
Depending on your computer you will either have to press enter again for the
Jaws instillation, or the ALT+y, for the users account dialog which will pop
up.
finish installing Jaws,
Important, if you chose to keep your share settings, which I would and did
do on my computer.
jaws 16 will install and after you hit finish, it will come on speaking, no
restart.
Make sure you reset your short cut start up key for jaws.
Make sure you check the setting and check the box for jaws to come on at the
log on screen before restarting.
Every other setting should be retained.

just to let you know.
in windows 8.1, when updating to win10, you don't have to uninstall and then
reinstall jaws16.
it came right up talking.
just clarifying your blanket statement about this.
