Al, There's a lot more to Office than Outlook. And, the lower-end versions of Office like Home and Student, or I think even Business don't have Outlook. But, one might want Word, Excel and Powerpoint.
I don't know how accessible 2016 is in whole, although I do know that some of it is accessible.
