I believe there is a free version of abbey reader, I have not used it so can 
not tell you how good it is.

I don't know of any free scanning software.  The closest I can come would be 
the KNFB Reader.  It is an app which works on your cell phone.  However, it 
costs about $90 normally.
That's a lot less than Open Book for sure.
 I believe that there are versions wich work for Android as well.
It uses the camera in your phone to photograph the document and then the 
software reads it for you.
Unfortunately, that leaves Jaws out of the picture, entirely.
