Assuming everything you have done to this point is correct and the file is
in fact open in Adobe reader or a like minded program it is possible the
school has sent you a non-accessible file. Try using enhanced OCR and see
what turns out from it.

The school sent me a link to the book and instructions to view it with file
explorer. I followed their instructions, used the user name and password
and clicked. All I have in front of me is a blanc screen and I have no idea
of what to do at this point.

Not sure what you mean "ftp" file. FTP generally stands for File Transfer
Protocol which is a method to move a file from one computer to another.
I use FTP regularly to transfer files from another computer while I am
remotely connected to their computer.

The publisher of my Spanish textbook has sent a ftp file to me with
instructions on how to open the file using File Explorer. I went to the
menus and to view and clicked on view file with file explorer but there is
no readable text. Can Jaws read these files or do I need another method?
