If you have a computer with a touch screen, you don't have to activate the touch cursor. Putting your finger on the screen automatically allows you to explore by touch. To activate an icon you are touching, you do a double tap. This concept will be familiar to iOS and Android users.
If you are using the keyboard with the touch cusor to mimic touching the screen, pressing the spacebar or enter will activate the icon. Note that on Windows 10, using the touch cursor with the keyboard isn't terribly reliable. Also, I find double tapping, and the flick and swipe gestures to be more fiddley than they aught to be. That fs cast really does explain a lot, as do the built-in JAWS help files. Good luck!
