The vertical tab is not punctuation. It is more like a formatting notation. I'm yet to figure out the difference between a vertical tab and a hard return, and why is the vertical tab sometimes announced by JAWS17 and other times it is not. I cannot confirm if this is a feature of JAWS17, or some change in Microsoft.
The only place where the announcement of the vertical tab behavior has been consistent has been in PowerPoint 2010. When tabbing from object to object on a slide in design mode, if there is a hard return at the end of text, JAWS will only announce the vertical tab when you first tab to that object. Once you press Enter to edit the contents of that object, the vertical tab is no longer announced.
