In case anyone needs this, I solved the problem. When you go to Change User Account Settings, there is an up down slider to adjust the level of security. When it is set to 33%, Jaws does not read the pop up window. When the slider is adjusted up to 66%, Jaws reads the window as it should. I didn't check the 100% or maximum setting. Of course, you could turn it off altogether, but that wouldn't likely be a good idea.

Gene is saying that she can no longer read the window.  She doesn't
necessarily want to just hit yes or no.  I haven't seen one of these windows
for a while so I don't know if my JAWS 18 with Windows 10 will read it.  So,
the question, which nobody is answering, is "can you read the window using
JAWS 18 and Windows 10?"

I tab, until the yes option sounds then press the spacebar,
Alt Y and alt N works to as mention.

Jeane, to access the user control, I use alt key plus letter n as in nancy.
then I can tab through the control.

All good info, but I used to be able to actually read this window. Now the
whole window is blank so far as Jaws is concerned. I can read it with the
built-in OCR. I can use the various keystrokes, or some of them, that
everyone
has mentioned. But Jaws doesn't read the controls as I tab in this window.
Just wondering why.

Yes, I want that message. I hear it, but I can't navigate to the
window to choose yes. I can do it with NVDA. I used to be able to do
it with Jaws, but for a while now I haven't been able to do it. I
don't know if I have turned something off or what. Any ideas how to get
this
back?
