I am going to assume that we can identify either:
1. Areas that need compliance to spec and offer to implement/fix
2. Enhancements to the product and offer to work on it
Both of which would need the OK of the board before moving on them? Yes?

No. And making one would be a serious QA effort. Right now we do things
as they pop up, and having people test it is a crucial part of that. Big
things such as stateful sessions and BMP support are obvious, but apart
from that it's trickier.
