Yes, that's true: tools for developing business applications that run on JSR283/JSR168 portals, including JBoss Portal, are needed.
Currently ISVs must develop towards things like IBM WebSphere Portal, BEA Portal, JBoss Portal, and that is still a decision (who to develop for). And that's a problem for the whole market. It would be very good if ISV could develop serverside business applications, and they could bundle them with every portal that supports the standards. Sure, good tooling is needed for this.
