No. Emacs will happily launch another web-browser for you
if you want using shelex. More recent versions of emacs seem to do
this happily without any trouble. JDE uses the "browse-url.el" package
to launch the relevant browser. I suggest you read the documentation
for this. As you appear to be using windows you'll probably find the
info you want at
