installing jde

Hallo.

I try to install jde. (I am new to emacs and have no experience with Lisp)

1. question

Do I really need to setup emacs to use a Browser.

And does it mean to install w3 to use emacs as Web Browser?

2. question

if yes: Is there no easier way to install w3.
