I handle this by having a team prj.el for each project that assumes that 
each user has a prj-user.el file in their own home directory, and loads 
that file.

Each user has to make sure that their prj-user.el reflects the environment 
they are using

I had to hand tweak the original prj.el files to get this bit in. But it 
seems pretty robust.
