JDE 2.2.5

I am having difficulty correctly loading the JDE 2.2.5.  The message I see
upon emacs startup is 

        Error in init file: Symbol's value as variable is void:
speedbar-dynamic-tags-function-list

I have installed and am referenceing the following lisp packages:

        jde-2.2.5
        elib-1.0
        speedbar-0.12
        semantic-1.3.2

Can anyone help?
