This sounds horrible, especially for mobile use. It really is the worst case there! Base64 makes data about 1/3 bigger and with GPRS, every byte counts.
You should instead have a bot which you can tell you want to receive it and then it sends it for example as a file using a SOCKS proxy or you could even use Jingle.
