You just need to set the border attribute of a JPanel.

        JPanel jPanel = new JPanel();
      TitledBorder titledBorder = new TitledBorder(
                BorderFactory.createLineBorder(new Color(153, 153, 153), 1),
            "Border Title");
      jPanel.setBorder(titledBorder);
