Looks like the jdk7u40-dev-gate and jdk7u40-dev have different heads
that I can't push the changeset via the gate repo:
$ hg push
pushing to ssh://[email protected]/jdk7u/jdk7u40-dev-gate/jdk
searching for changes
abort: push creates new remote head 3e0468ae745a!
(you should pull and merge or use push -f to force)

All new fixes for 7u40 should be pushed to the jdk7u40-dev forest
once it becomes available. I plan to update the jdk7u OpenJDK project
page to indicate that 7u40 is in stabilization phase and that
jdk7u-dev is now accepting 7u60 fixes.
