Comments:

These man page do not describe any configuration options or files
used to manage how gamin operates. Is this because there is no way
to configure it?

gam_server is installed to /usr/lib, not /usr/bin. Therefore, it should
be a section 3 manpage, not a section 1 manpage.

 > gam_server - The server of Gamin to gather the file events
 > from Kernel and send to clients

The grammar is not so good. Perhaps this should be reworded to say
"The Gamin server gathers file events from the kernel and sends these
events to clients".

 > gam_servergamin uses a client server model, this is in a

gam_servergamin looks like an error.

 > large measure justified by the inappropriate File Event
 > Notification kernel API way to signal modification events to

It sounds like you say that the reason for using gam_server is because
it is inappropriate. The wording is confusing.

Using "API method" is better than "API way".

 > an application but also to share kernel signal when multiple
 > application monitors the same resource. It also allow to

You could better explain what you mean by "kernel signal" and how
it is shared with multiple applications. In general, after reading
this manpage it is not clear to me what this program does.

 > fine tune and filters event flow in the daemon, potentially

You don't explain what can be fine tuned.

 > minimizing resource consumption in applications.

The SEE ALSO section of gam_server should include libgamin-1, and vice
versa.

Are there any online API docs you could point to in the libgamin-1.3
manpage?
