Yes, these files should be in %files l10n, and they are!
The problem seems to be that you build --without-l10n (by default)
and therefore in the %install section these files should be removed,
but the list of files removed doesn't match the list of files
packaged in %files l10n:
%{_datadir}/omf/*/*-??_??.omf should be removed too.
