Fixing is better than reporting!
It would be good to have all vocabularies in a memorable and stable
location, but if we do it now (with "incubator" as subdomain it will
not be stable, when/if we graduate).
We can still put something at i.a.o/jena/vocabularies/assembler.n3 to
make documentation links not be 404. Changed to .ttl and now in staging.
