Take a look at Apt's preferences manual [1]. This template should do the
trick:
# all Jenkins-related packages
Package: jenkins*
# that came from this host
Pin: origin pkg.jenkins-ci.org
# adjust priority according to your requirements
Pin-Priority: 900
