These age=1 errors all appear to be "Could not bring up a Jenkins
server", and the log output from the Jenkins under test appears to
indicate that they are still in the middle of booting.
The timeout is 100 secs, which I think is sufficiently long.
I'll improve the diagnostics to see if we can tell the process is still
running or not.
