Behavior of 'People' depends on the view you're in: Unless you're on the 'All' 
view, it only lists users that have been active in the current view's items. If 
the view is empty, the list is empty.

Credentials are likely there as they're contextual: If you're on the home page, 
you configure the instance-wide credentials, if you're in a folder, you 
configure the credentials valid within that folder. Hiding the 'main' 
Credentials in Manage Jenkins, and having per-folder credentials show up in the 
folder sidepanel would be weird.
