+1000 as well I am not sure we want to just move the existing plugin though. Maybe it makes sense to rename the plugin to "Jenkins plugin", Stapler is not really used elsewhere. Having it as Jenkins plugin allows to add more Jenkins-specific features, e.g. better developer run mode or deeper integrations with Jenkins Test Harness, or various context help dedicated to Jenkins development (e.g. REST API, permission check checks, custom static analysis rules, etc., etc.). I would also suggest moving it to the jenkinsci GitHub organization so that we could manage it more efficiently and attract contributors.
