It is still there in 2015. Jenkins version 1594, Credentials Plugin 1.20, subversion plugin 2.5
The error message is new: It is now
Caused by: org.tmatesoft.svn.core.SVNCancelException: svn: E200015: E200015: ISVNAuthentication provider did not provide credentials; HTTP authorization cancelled.
Additional credentials as suggested above have been added. And there is the question why they are needed in the first place if the externals are in the same repository (realm).
For me this is a blocker. It makes Jenkins the wrong tool to use with Subversion-Externals.
