Yes, this one has been brought up quite a bit. I've unfortunately not
been able to think of a way to do this efficiently, without breaking
all existing Java code that uses Jess, without losing some of the
existing features, and without vastly complicating Jess's
implementation. It's a tough problem. 

The proposal I've made here fixes many of the same problems, and it's
very cheap to implement, so it could be done right away.
