Actually, the default project.properties file that comes with 1.6-dev states:
org.apache.jetspeed.fusion=false
Check you're $USER_HOME/build.properties if you haven't defined it there (it will override any project.properties).
I'll try and install M2 as a quick fix for now, thanks.
