You can use the iframe portlet that comes with jetspeed, http://portals.apache.org/jetspeed-2/multiproject/jetspeed-web-content/apidocs/org/apache/jetspeed/portlet/IFrameGenericPortlet.html
Otherwise you could write a portlet and use a request dispatcher to your html file.
