Neither does work for me. I did have "true" but know i reverted it to
"false" it is still not working.

This is most likely caused by an incorrect configuration of the Realm
element in the Tomcat context file for Jetspeed, and specifically the
useContextClassLoader attribute.
The difficulty is that the right configuration depends on the
version of
Tomcat.
With Tomcat version <= 5.5.23 this attribute requires value "true":
useContextClassLoader="true"
With Tomcat veresion >= 5.5.27 (and >= 6.0.18) you need to
configure value
"false":
useContextClassLoader="false"
