TORIT, 28th August 2011 [Gurtong] – Eastern Equatoria State
Legislative Assembly’s Speaker Right Hon. Emmanuel Ambrose Ocholimoi
has warned Members of Parliament (MPs) absent during parliamentary
sessions of cutting their sitting allowances.

According to a story aired in a local radio station, the speaker
accused most honourable members of ‘ceaseless malingering practice’
due to inconsistency in attending parliamentary sessions since the
2010 April elections and despite clear provisions and conditions in
the Parliamentary Business Code of Conduct 2009.

"A number of State Assembly Members will risk losing their sitting
allowances due to absenteeism from the House sittings without official
permission," the House leader stated.

Right Hon. Ocholimoi was addressing the State Parliamentarians during
last Wednesday session only to realise ten MPs were not in session
without his notice, hence leading to lack of quorum for deliberations
in the day’s sitting.

He cautioned the missing MPs that they will endure pay deductions if
they have not been attending the House’s sessions.

“The move comes into force with effect from this month,” the Speaker affirmed.

As the House opens on Monday next week, scheduling a briefing from the
Currency Exchange Committee Chairperson on its operations in the
State, Gurtong has learned of a protest by affected MPs claiming the
move could have not have been effected without proper procedure as
they claim to have not been appropriately notified.

90% ghost names struck off from payrolls: Report indicates
In other news, the Government of Eastern Equatoria State has managed
to identify and remove more than 90 percent ghost names from the
payroll systems, a report by the Public Service Ministry through the
State Deputy Governor Hon. Nartisio Loluke Manir stated.

According to the report, 1,296 ghost names out of the 8,330 State
Civil Servants were thoroughly scrutinized by the Screening Board
members and found to be inexistence or officially not in service. The
ghost names were deleted by the State Government officials after long
research and popular consultations.

“Among the ghost names identified in State Government payrolls from
different ministries were employees who were either very aged and
retired, dead persons or absentees,” the public service minister,
William Odingila Emilio disclosed.
