By Gabriel Mayom RUMBEK, 2nd October, 2011 [Gurtong] - The Lakes State Minister of Labour, Public and Service in the government of Lakes State Hon. Marina Martin Legge had tendered a letter of resignation to her boss Governor Chol Tong Mayay dated September 28, 2011. Mrs. Legge was appointed by Lakes State governor Chol Tong Mayay on June 20, 2011 to her current position in the State Cabinet. According to the letter of resignation released to the press on last Friday, Legge complained of being provoked by the State Governor’s decision of reinstating the suspended Director General of Labour, Public Services whom she suspended early July. The letter of resignation revealed that the cancellation of the suspended Director General by Governor Chol Tong Mayay is a disappointment to her and the entire ministry. In the suspension letter written to the Director General, the labour minister accused him of five things including; communication breakdown between the two State officers, Disobedience, Mismanagement of finance resources, Undermining the minister’s powers, Poor service delivery and lack of teamwork spirit between them. However, the Director General Abraham Makur denied all accusation labelled against him and said that the minister does not trust her staff members. He explained that, “Hon. Legge once stormed into the Kenyan Commercial Bank and forced the Bank manager to release her money without my signature on the cheque.” Makur described this action as the greatest scandal in the ministry. “I have managed to control all the ministry staff from all forms of corruption but the minister seems to think that am undermining her decisions and powers.” In his cancellation letter, Governor Chol indicated that the suspension done by Minister was un- procedural. Excerpts from the Governor’s letter ‘In reference to your suspension letter to Director General (DG) Abraham Makur Mangok, dated 26th July 2011, and the follow up letter to my office dated 27th September 2011, in which you have listed charges against Mr. Abraham Makur Mangok, the suspended DG of the ministry of Labour and Public Service, I would like to draw your attention to the fact that the whole matter is un-procedural, based on the Public Service procedures. Therefore, I have cancelled the suspension of Mr. Abraham Makur Mangok with effect from 27th September 2011’ According to the State legal procedures, the appointment and demotion of Director Generals is done by the council of ministers whereby the Governor has to issue letter of appointment in various ministries. For the minister to sack the Director General, she should have tabled the matter to the Council of Minister for approvable before suspending or dismissing him. The Lakes State’s Sudan People’s Liberation Movement has reacted to the resignation of minister. A Lakes State secretariat official said that the senior body of the party will hold SPLM cuscus meeting to discuss the exit of Hon. Legge this week. Furthermore, Governor Chol has not yet approved the minister’s resignation.
