All you need to do is copy that vlan.dat (not clear text) along with your
startup-config and if you need to restore a switch, just dump those into the
flash filesystem and reboot.  This is how CiscoWorks does a full backup.
Thanks...Also, "Vlan Database" is in the process of being deprecated
anyways.

Not sure the format of the data is very portable .
You can extract it from some switches with :

vlan database
show
exit

But I am not sure if it is portable neither. I guess it must be in the 
MIB somewhere.
