No, its a net-snmp problem not a JFFNMS one.  Sometimes the trick with
monitoring things is to understand what it is you are monitoring.

free does this by making the adjustments, it is the difference between
the second and third lines. 

Most people actually track the amount of swap used as this is a much more 
sensible thing to be looking out for. If your swap usage starts creaping
up you know you're heading for OOM problems.  The fact the memory
management is fiddling around with your real memory is not too
important.
