Yes, the RRD files are there for the interfaces.

 

The graphs even show up (if I look at the PNG files) but there's no data
on them.

 

It's got to be a pathing issue somewhere but I cannot find it. Any
ideas?

Have the RRD files been created? 
Armed with your interface number go and find the .rrd file that matches.

 
You will not be able to view them if they have not been created or the
web service does not have permission to view them.
