Something I have seen in the past with OSF1:

What are the permissions on the mount point directory on the OSF1 box?  Try 
umounting the NFS mount, ls -ld the mount point.  If it is not 755 chmod it to
be so and then re-mount the NFS mount and try to login again.

If I am on the right track here, while not fixing the kernel mode NFS issue 
you are seeing on the server it might correct the issue on the OSF1 box.
