After some further exploration, I found that in JAWS 17 and IE 11, I did get some results. For example, entering the word "move" (without the quotes, of course) did get me the expected results. Obviously, the changes they made to the library for the function have seriously restricted it and it doesn't work at all with older applications like my Office 2003. My point still stands, however: they can't supply scripts for Outlook 2003 and then claim they don't support it.
