I don't know that I have a Microsoft Account and I don't know that I
need or want cloud based services.
I don't know if I have administrator privileges. So, how do I simply
remove the password from that local account.

no way to get rid of the password requirement at login and you really
wouldn't want that given that when logged in with a Microsoft Account
it allows a lot of automatic access to various cloud based services.
If it's a local account and you have administrator privileges you can
simply remove the password from that local account.
