This may be an obvious suggestion but, in addition to checking start jaws at the logon screen and start jaws after logon for all users, make sure the start jaws after logon for this user combo box is indicating always. The other options in this combo are never and something like all user profile, but I think what you want is for jaws to always start after logon as long as you aren't sharing the computer with a non-jaws user.
